City Hall Complex
Pusan, South Korea
An elemental linear composition of three square towers overlapping a shared plinth that claims its entire frontage as a civic forecourt, using landscape enclosures punctuated by public transit pavilions at the site corners. The plinth contains public functions serving the City Hall in the tallest tower, the Police Administration in the middle tower and the City Council in the lowest.
