Urban Setting

A protective precinct that emulates the height of existing buildings in the neighboring context surrounds an internal office tower connected by bridges, to create a new federal complex. Public service functions are located in the accessible perimeter buildings and employee services, off courtyards that extend below grade between the buildings.
