City Hall Complex
Sacheon, South Korea
An elemental composition of building volumes over a parking and service plinth. The assembly consists of administrative functions in a raised background office slab that is penetrated by a horizontal bar containing public services and is punctuated by a cylindrical Council Hall linked by a canopy - a loggia - serving as a symbolic gate to the complex.
